Access to the Region’s Core (ARC) Trans-Hudson Express (THE) Tunnel Construction

PACOTECH™ as part of a joint venture known as “THE CM Consortium of Newark”, provided Construction Management support services for the construction of the Trans-Hudson Express (THE) Tunnel. Services included design oversight, independent cost estimates to validate those made by the engineering team; development of a master project schedule for the engineering, permitting, construction phase CEI services; and Quality Controls.

THE ARC Tunnel project featured a new two-cavern, eight-track passenger station 120 feet under 34th Street in Manhattan between 6th and 8th Avenues, adjacent and connecting to the existing Pennsylvania Station; two new bored tunnels under the Hudson River between New York and New Jersey, and bored and sequential excavation tunnels in Manhattan; and track expansion, connections and train storage facilities in the Meadowlands located in East Rutherford, New Jersey.
