LAGUARDIA AIRPORT (LGA) MODERNIZATION PROGRAM

PACOTECH™ provided on-call Cost Estimating services for several infrastructure improvements projects as part of the LaGuardia Modernization Program.

The linchpin of the project was the modernization of the concourses of the Central Terminal Building (CTB). Other major needs at LGA were addressed including Resilient Overlay Network deficiencies, public and employee parking deficiencies, replacement facilities for those impacted by CTP Modernization, inefficiencies caused by lack of a hydrant fuel system, and the need to not preclude future transit access to LGA.

The CTB enhancements were only part of the LaGuardia Modernization Program. Other initiatives included: consolidation of related airport support functions, on-airport roadway improvements, Westside land use studies, aeronautical taxiway improvements and realignment, and improvements to the Marine Air Terminal.

These projects improved the efficiency of operations and enhance the level of service for the Authority’s customers and tenants. However, because of LGA’s limited size, and the interdependencies among many of the landside and airside facilities, the implementation of projects had a “ripple effect” throughout the airport.
